Police were called to reports of dogs running by the A14 near Ipswich.
Officers were called to the westbound carriageway near the Orwell Bridge, to the south of the town, at about 11am on Monday.
A spokesman for Suffolk police said the dogs were seen close to the Shell garage, just before the bridge.
Two dogs were seen on the loose by the carriageway.
The spokesman confirmed the dogs were caught and returned to their owner.
There were some delays in the area while officers attended the incident.
